You are correct. While these child themes are free to you, the Genesis framework is not. However, you will have unlimited usage of the framework. Excellent question, John.

To answer your question, I think Buster may but other than that I’m not aware of any free themes that support post formats. Perhaps I should release such a theme if time allows.
I received a copy of Tapestry, so I’m hoping to learn from that to create my own theme. Maybe I’ll put a tutorial together afterwards
